Victory Consultants was founded by Air Force veteran Dana Smith in 2015 with the ethos that American businesses make our government better. We help large and small businesses bid on federal government and state government proposals. Dana has managed, authored, coordinated, and edited proposals for the past 9 years and has 21 years of experience leading high performing teams. She frequently serves as a BPA/IDIQ proposal manager and single award contract proposal manager. Dana has often supported BPA/IDIQ holders, embedded as a member of the company's team, as a task order proposal manager where she manages multiple, short turn proposals while building out reusable material, content, and graphics to establish valuable proposal artifacts and repositories.
With the flexibility and an aptitude for writing in a multitude of genres, Dana is an excellent communicator in any setting. As a veteran, Dana possesses a competitive and mission-focused spirit that drives a writing to win approach to every project. She has a natural ability to inspire, lead, collaborate, communicate, and coordinate professional teams.
Summary Highlights:
2023: Supported the humanitarian arm of a large, diverse-portfolio contractor as proposal manager on three highly complex, concurrent IDIQ task orders valued at $10.4B combined.
2020-2023: Personally requested to support a high-end security company as a proposal manager to compete on nine proposals, winning five awards (one still in source selection). Two awards were recompetes of the company’s flagship contracts valued at $201M with 240 FTEs. Worked side by side with the Chief Strategy Officer and Capture Manager to implement the winning strategies and proposal planning that had been developed throughout the capture and business development lifecycle.
2020: Supported a Federal HR company as proposal manager on their largest contract recompete resulting in a follow-on award, retaining millions of dollars in revenue and hundreds of jobs. Also supported the company as proposal manager on a strategic proposal that had been in capture for two years, resulting in a $91M contract award and nearly 80 new FTEs.
2019: Supported a small business IT company on the very complex proposal response to the $1B VHA Integrated Healthcare Transformation (IHT) IDIQ, resulting in contract award.
2017-2019: Supported a telecommunications company as a member of a 10-person consultant team responding to task orders under the GSA EIS IDIQ. Our team helped the company win $1.4 billion in TO awards.
